You definitely should not use wheat flour, but supplementing PART of the corn meal with corn flour is acceptable, and will give the cornbread a different kind of flavor and texture.
It won't be cornbread anymore if you do.
No that would not be good because it is the main ingredient and it has more texture than flour. Make something else, such as muffins or biscuits.
You can not make cornbread without corn meal, but you can do as I do and use 1 cup of corn meal and 1 cup of flour along with eggs, milk and oil. The 1/2 and 1/2 mixture gives the cornbread a light texture and it is not as heavy as if you just used cornmeal by itself.
